The Local Area Retrofit Accelerator (LARA) brought together key stakeholders from across Surrey to create a clear plan to accelerate the necessary retrofit needed to meet climate targets. Stakeholders included the public sector, retrofit providers and facilitators, community representatives, and training organisations. The project, which took place during 2025, was facilitated by the MCS Foundation, a charity dedicated to creating a carbon-free future.
LARA has led to the launch of the Surrey Retrofit Strategic Action Plan.

Aims to rapidly improve energy efficiency in Surrey’s existing homes and boost climate resilience, whilst contributing significantly to local carbon emission reductions.
A coordinated three-year approach to mobilise partners, close the green skills gap, and support inclusive economic growth.
By providing a strategic framework and fostering collaboration across sectors, the Plan seeks to reduce emissions, address fuel poverty, and make Surrey a leader in large-scale retrofit, benefiting households, the economy, and the environment.
